BRIEF HISTORY Recognizing the plight of the vulnerable sectors of our society, Governor BELLAFLOR J. ANGARA-CASTILLO designed a program that will empower these sectors and enable them to productively and confidently participate in community building. This program is known as People Empowerment and Advancement Center for Employment (PEACE) funded under Government of Japan's Grant Assistance for Grassroots Human Security Projects (GGP). PEACE is a one-storey building furnished with various training equipment and materials provided by Congressman Juan Edgardo “Sonny” M. Angara. It is situated on a 400 sq.m. lot of the Municipal Government of Baler located at the New Public Market, Barangay Suklayin, Baler, Aurora. The inauguration of the building was held on January 11, 2008 with HE Ambassador Makoto Katsura of Embassy of Japan in the Philippines as Guest of Honor. OBJECTIVES PEACE, as a brain child of Governor Castillo, serves as a center for values formation, skills and discipline development, and creation of employment through competency-based curricula. The center uniquely addresses the skills development needs of Persons with Disabilities, Indigenous People, Out of School Youth, Unemployed Women, and Senior Citizens. PEACE advances the spirit of self-help and the principle of helping people help themselves. PEACE is managed and operated by the Provincial Government of Aurora in collaboration with the Technical Education and Skills Development Authority (TESDA) and Department of Social Welfare and Development (DSWD). COURSES OFFERED:

1. Massage Therapy NC II (560 Training Hours) Course Description: This course is designed to enhance the knowledge, skills and attitude of massage therapists in accordance with industry standards. It covers basic, common and core competencies such as work within a holistic therapeutic massage framework; perform, plan, and implement therapeutic massage treatment; perform remedial massage treatment, and administer therapeutic massage clinic/agency.  2. Commercial Cooking NC II (436 Training Hours) Course Description: This course is designed to enhance the knowledge, skills and attitudes of any kitchen staff on food preparation. It includes competencies such as clean areas; cook hot and cold meals; and prepare portion and plate meat or food to guests in hotel, motel, restaurants, clubs, canteens, resorts and luxury lines cruises.  3. Hairdressing NC II (1,096 Training Hours) Course Description: This course is designed to pursue a range of occupations associated with hair dressing. The overall aim of this course is to provide training so that learners can identify opportunities, and have the knowledge, skills and attitudes to develop and apply in hairdressing environment. 4. Beauty Care NC II (1,110 Training Hours) Course Description: This course is designed to pursue a range of occupations associated with beauty care services. The program provides experience in customer services such as shampooing, hand and foot spa, body massage, body scrub, facial treatment, manicuring, pedicuring and facial make-up.  5. Housekeeping NC II (436 Training Hours) Course Description: This course is designed to enhance the knowledge, skills and attitude in housekeeping. Specifically, it provides training on housekeeping services to guest, prepare room for guest, clean premises, provide valet service, and launder linen and guest clothes. 8. Other Initial Offered: 1. Shoe Repair and Slipper Making 2. Baking and Pastry Production 3. Flower Arrangement 4. Basic /culinary Services 5. Basic Haircutting More training courses to be offered based on demand. REQUIREMENTS:
1. A bonafide resident of Aurora Province 2. Barangay /Police clearance for enrollees above 21 years old 3.
