HEALTH (“Health First” Malusog na mamamayan tungo sa Malusog at Maunlad na Lalawigan) a. Budget for Health i. Increase in General Fund Budget and AIP for the delivery of health service. 2007 - Php 69,827.30 2008 - Php 75,113,102.76 increased by 7.6% from 2007 2009 - Php 81,942,171.35 increased by 9.0% from 2007 ii. Provincial Health Office increased by 12% from Php 56,290,602.76 for C.Y. 2008 to Php 63,382,034.85 fro C.Y. 2009 Income of Hospitals (total of 4 hospitals-AMH, CDH, MACH & DCH). 1. 2006 - Php 2,974,687.09 2. 2007 - Php 3,551,520.15 (19.4% increase from 2006) 3. 2008 - Php 3,700,783.35 (4.2% increase from 2007) b. Project Funded by PGA i. Infrastructure 1. Improvement of Hospitals a. Repair of Hospital Facilities i. Construction of AMH right wing structure (awarding DOH inspection before it can be used) ii. Improvement of DCH and CDH funded this year. 2. Improvement/Construction of Health Centers a. Completion of Health Center in Zarah, San Luis, Aurora b. Construction of Health Center in Diteki, San Luis. ii. Equipment 1. Ambulance per Municipality a. AMH and CDH from PGA iii. Personnel 1. Reviewed Staffing Pattern and Plantilla Positions To meet current needs, PhilHealth requirements, and DOH standards, and in preparation for the new hospital. 2. Appointment of Health Professionals/Workers a. Appointed PHO II (Dr. Luisito Teh) b. PHO I for Service delivery (Dr. Raul Tomboc) c. PHO I for Standards and regulations (Dr Norma Palmero) d. Medical Specialist I (Specialist in Internal Medicine (Dr. Marilen Bautista) e. New Chief of Hospital for Aurora Memorial Hospital (Dr. Mael Cautivar) iv. Health service 1. PHO Service delivery through Hospitals for AMH services alone in 2008: a. 92.8% bed occupancy rate increase inpatients and length of stay. b. 3,911 patient admissions increase of more or less 400 patients; c. 3,725 emergency cases d. 12,845 consultations 2. PHO-Service delivery (Field Health Services) Provided assistance technical medicines, family planning commodities, vaccines) to all municipalities in the province. c. Projects Funded form external Grants Sources i. Ambulance for Dilasag, Dinalungan and Dingalan Provided by Congressman Sonny Angara ii. Grant Assistance for Grassroots Human Security Project (GGP) from Embassy of Japan for Maria Aurora Community Hospital amounting to Php 2.57 Million. Involving: 1. Powerhouse and 25KVA generator set 2. Sewarage Treatment Facility 3. Equipment (Medical dental and laboratory equipment including beds other ward and ancillary equipment iii. Assistance from Secretary Pia Cayetano for equipment of the 4 hospitals. Health Education 1. University of the Philippines Manila-School of Health Science-In operation-provides a step-ladder curriculum for midwifery, nursing and medicine with the new Aurora Memorial Hospital as teaching hospital. 2. Improvement of Aurora Memorial Hospital service delivery capability through UPM-SHS assistance and the Department of Health. 3. Memorandum of Agreement signed among PGA, UPM-SHS and DOH on February 3, 2009. d. Other Health-Related Programs i. Better Access and Care-PhilHealth/Medicare para sa Masa. 1. From 2004 to 2008, total premium paid by PGA amounts to Php 5.9 Million. 2. Average annual coverage of 6,000 households benefiting 30,000 individuals in the entire province. ii. Provincial Nutrition Action Program 1. Operation Timbang a. Encoded and computer-validated the results of nutritional status determination of all children aged 0-71 months. b. 1.5 percentage points reduction in prevalence of undernutrition from first quarter of 2006 to first quarter of 2008 (4342 than in 2006 (6673) 2. Batang Aurora Community Challenge-Milk Supplementation Program. a. Conducted in collaboration with National Dairy Authority. b. Recipients include 800 undernourished children in 23 barangays province-wide c. Milk supplementation 5 days a week to complete 120 days 3. Batang Aurora Community Challenge-Food Supplementation Program a. Done in 10 barangays for minimum of 3 months to maximum of 5 months. i. 3 in Maria Aurora ii. 3 in Dipaculao iii. 2 in Baler iv. 1 each in San Luis and Dinalungan. 4. Vegetable Production Training a. Conducted in Barangay Diagyan and Maligaya in Dilasag with 42 mothers of undernourished children as participants. 5. Assisted in the activation/reactivation of 75 Barangay Nutrion Councils 6. Collaboration with Consultants invited by SEJA in the formulation of comprehensive nutrition program for the province of Aurora. f. Medical Missions/Dental Missions i. Provincial Government of Aurora ii. Baler Association of the Midwest, USA iii. Aurora Association, USA, Inc. What to look forward to: Access to quality, efficient and cost-effective health care services through health infrastructure and equipment, organizational development, and instill a culture of health awareness in partnership with the community. Announcement of Grant Aid Program of Japan for the the improvement of Aurora Memorial Hospital through JICA (new hospital building with 50-bed capacity and with level-2 service capability) to be constructed in Barangay Reserva, Baler. 1. Dispatch of JICA Preparatory study Mission a. Signing of Minutes of Discussions of JICA Office on February 3, 2009. 2. SEJA donated to the PGA site for the new hospital 3. Probable Dispatch of a Mission for Basic Design.
