Continuing support for the enhancement of agricultural, fishery and livestock development, credit and marketing assistance and build-up capabilities of farmers cooperative and production groups. 

Promotion of an effective and equitable delivery of basic social services in health and nutrition, social welfare and education. 

Continuing support to infrastructure development such as concreting of roads and bridges, construction/improvement of farm to market roads, water systems, electrification, commercial, health centers, day care centers and other social infrastructures. 

Promotion of participation in the conservation, protection, development and proper management of the province’s environmental and natural resources, especially mineral resources, forest lands, marine resources and rivers including those in reservation and small watershed areas thru the provision of greater support to programs on environmental protection, condervation and management and sustainable utilization of resources.
