The Provincial Government of Aurora is cognizant that inequitable distribution of wealth causes economic dislocation and great inequality between the rich and the poor (whom represents majority of the province’s population) resulting to peace and order problem.

It is at this juncture that Governor Ramoncita P. Ong established the Livelihood Development Program to put direction and emphasis toward the promotion of the productive potential and active participation of larger recipient groups (i.e. those who are economically disadvantaged) in the development efforts of the Provincial Government of Aurora. Thus, the acceleration of the economic condition together with rural development of the province and attainment of equal opportunities to all.

To ensure transparency and promote consultative team-building in the Livelihood Program, a Technical Working Group was created which is composed of the Technical Staff on Livelihood Program, Office of the Provincial Agriculturist, Office of the Provincial Veterinarian, Provincial Fisheries and Aquatic Resources Office, Provincial Social Welfare and Development Office, Provincial Cooperative Office, Provincial Nutrition Council and the Provincial Tourism Office.

The main function of this group is to recommend specific policies in the utilization of fund; formulate program guidelines; and analyze, evaluate and validate as to the feasibility and viability of the project proposed prior to the approval of the Governor.

Ong personally visited barangays from different municipalities and conducted orrientation on Livelihood Program and trainings on Mushroom Cultured Production and Food Always in the Home (FAITH Garden) wherein vegetable seeds and mushroom spawns are distibuted to the participants.
